OpenA11y Evaluation Library

• Total rewrite of evaluation library and rules to use modern JS techniques.
• Review and fix rules and test cases for support of ARIA 1.2, ARIA in HTML and WCAG 2.1 requirements.
• New feature to allow evaluation to be limited to subsets of rules:
  • 8-10 "First Step" rules (mixture of WCAG Level A and AA rules).
  • First Step and all WCAG Level A rules.
  • All WCAG Level A and AA rules, which includes all first step rules.
• Will be first released in AInspector for Firefox 2.1
